Sulyap sa Parnaso

Buhay pa si Dong Abay.

Ito ang sinasabing maliwanag ng Parnaso ng Payaso, kauna-unahang album ng bagong banda ni Dong na Pan. Buhay na buhay pa rito si Dong Abay, bagama't mapapansing malaki-laki ang ipinag-iba niya sa rati.

Hindi malilimot ng sinumang nabuhay sa Pilipinas noong dekada 1990 ang kasaysayang nilikha ng una niyang banda, ang Yano. Ang bandang ito ay biglang lumusob sa tanghalan ng musika sa Pilipinas noong 1994 upang ipagsigawan ang walang hanggang pagkasuklam sa mga katarantaduhang nakapulupot sa buhay ng mga Pilipino--huwad na kalayaan, pagsasamantala sa mga karaniwang tao, katiwalian sa pamahalaan, pagkasira ng kalikasan, at mga pagpapahalagang walang halaga. Sinundan ito ng dalawa pang album, ang Bawal at ang Tara, na puno pa rin ng matinding pagkapoot--bagama't mapapansin ang higit na marahan, higit na nakapagpapaisip na himig ng mga kanta sa Tara.

Pagkatapos ay biglang mawawala si Dong Abay, at susunod ang tuluyang pagkalusaw ng Yano.

Sari-saring ispekulasyon ang nalikha ng pagkawalang tumagal nang halos limang taon. Pinakamalimit na lumabas ay ang pag-aakalang nabaliw si Dong--bagay na tila hindi aayon sa lohika kung titingnan ang lipunang ito, kung saan karaniwan ang paglimot sa mga dakilang tao at yaong mga walang silbi sa lipunan ang lagi't laging inilalagay sa talaan ng mga bayani, kung saan karaniwan ang pagkamanhid sa harap ng nagaganap na sari-saring kasalarinan. Di iilan ang mag-aakalang namatay o nagpakamatay na si Dong Abay.

Sa loob ng limang taong iyo'y nasa matinding depresyon si Dong, depresyong likha ng labis na kapagalang dulot ng nakapapagod na naging takbo ng karera ng Yano--ayon sa kanya.

Ngunit lilitaw ngang muli si Dong Abay, at susundan ang paglitaw na ito ng pagbubuo ng Pan at ng pagsilang ng Parnaso ng Payaso. Ang album na ito ay binubuo ng mga tulang nilapatan ng mga himig. Ang mga tulang ito ay kabilang sa sangkatutak na tulang nalikha ni Dong nang siya'y nasa ilalim ng kanyang limang taong depresyon--bukod pa sa mga kuwentong nalikha sa panahon ding iyon. Ang musika ay napanday sa pagtutulungan nila ni Onie Badiang, dating kasamahan ni Dong sa Yano--na siya ring may kagagawan ng pagkakaareglo.

Sa album na ito, mapapansing si Dong Abay ay tila ilang taong nagtago at nagmukmok sa isang yungib at nang magbalik ay parang ibang tao na.

Bagama't paminsan-minsa'y palapit-lapit pa rin ang nanduduro at nandudurang Dong Abay ng Yano, di hamak na higit nang mahinahon ang Dong Abay ng Pan. Nangingibabaw ang marahang himig na unang narinig sa Tara, at bagama't napupuna pa rin ang mga bagay na kasuklam-suklam sa ating paligid--mga paksaing naghari sa mga album ng Yano--higit nang itinatampok ng Dong Abay ng Pan ang mga dapat na mangyari: ang pagkamulat ng mga mamamayan at ang kanilang pagkilos tungo sa pagtitindig ng maaliwalas na kinabukasan. Kung sa mga album ng Yano ay iniluluwa ang mga pagpapahalagang walang halaga, sa Parnaso ng Payaso nama'y ipinakikita ang mga mahalagang pagpapahalaga.

Kung itinuro sa atin ng Yano ang tayo'y manghilakbot sa kung ano ang buhay natin, higit namang itinuturo ng Pan sa Parnaso ng Payaso ang kung ano dapat ang buhay natin.

Kung anyo at anyo lamang ang pag-uusapan, hindi dapat paghambingin ang mga album ng Yano at ang Parnaso ng Payaso. Walang higit na maganda; talagang magkaiba lamang ang mga ito.

Ngunit kung tutuusin, bagama't magkaiba'y iisa pa rin ang Dong Abay ng Yano at ang Dong Abay ng Pan. Sila'y kapwa mahigpit na nakakapit sa progresibong tradisyon sa kontemporaryong musikang Pilipino--isang tradisyong pinananalaytayan ng dugo ng mga Jess Santiago, Heber Bartolome, Pol Galang, Susan Fernandez-Magno, Lolita Carbon, Pendong Aban, Jr., Chikoy Pura, Gary Granada, Joey Ayala, Grace Nono, Bayang Barrios, at iba pang katulad.

Notes on Pseudoscience

Dean Jorge Bocobo, a frequent Philippine Daily Inquirer contributor who calls himself a physicist, wrote in the May 19 issue of the said newspaper a commentary attempting to rebut the arguments of Roberto "Obet" Verzola and Luisita "Sita" Esmao, leaders of an almost-month-old hunger strike at the Department of Agriculture against the commercialization of the American corporation Monsanto's Bt corn in the Philippines--as well as those of the media practitioners who have supported them in one way or another.

Anyone with average intelligence who puts to good use her or his brain powers would surely sense the utter nonsense in the commentary written by the US-based physicist. In fact this article would not have had to exist were it not for the intolerable insults the very learned physicist hurled against the opponents of Bt corn and other genetically modified organisms (GMOs).

The very learned US-based physicist Dean Jorge Bocobo begins by issuing the following message to opponents of GMOs: "Repent, all ye super-spreaders of pseudoscience." This message is the very title of his commentary.

After citing the great scientific achievements and the great scientific achievers, he then accuses Mang Obet and Aling Sita of "masquerading as environmentalists" and adding "pity-mongering tactics of melodramatic victimhood to fear-mongering by innuendo and falsehood" for demanding a moratorium on Bt corn commercialization. Making an indirect reference to Environment Secretary Elisea Gozun's activist past, he calls on her not to be neutral in the face of the involvement in this issue of "her old comrades who refuse to grow up." He then denounces what he calls "tag-team hunger striking" as one of those "immoral pressure tactics."

Then he recommends for religious folks both running or not--an obvious reference to the favorite protest form of Fr. Robert Reyes, who has joined the hunger strike--"penance for mental sloth by reading 2,000 times the Jubilee Year 2000 declaration of the Vatican Pontifical Academy of Sciences where the Vatican and Pope John Paul II blessed GMOs like Bt corn with a 'prudent YES!'--after years of scientific and ethical study." After that, he describes the issue raised by GMO opponents as "moot and silly" since a large percentage of food products in the US contain genetically engineered crop and GMOs are safe, environment-friendly, and since GMO crops are high-yielding, they are panaceas to the problem of world hunger.

First of all, Mr. Bocobo, it is unspeakably callous to say such things to a group of people who have chosen to endure the pangs of hunger rather than stuff their stomachs with what they and a good number of others look upon as poisonous food. The unspeakable callousness shows its unbearable ugliness all the more when one considers that among the targets of your insults is a middle-aged man who was never that strong of body to begin with, and because of the form of protest he chose could now hardly speak and hardly even lift his hand to pick up a glass.

In the second place, opposition to Bt corn and other GMOs has never been based on the notion that they have not been introduced and their introduction should be prevented by all means; it is based on the complete awareness that they are already present and have been causing harm.

If GMOs are indeed safe and environment-friendly, the very learned US-based physicist has to explain why incidences of cancer, heart disease, and allergies--not to mention mental retardation--have increased since they were introduced more than two decades ago. If GMOs are indeed safe and environment-friendly, the very learned US-based physicist has to explain why crop diseases have become more and more difficult to control ever since they were introduced more than two decades ago.

Which brings us to why religious folk, particularly those from the Catholic Bishops Conference of the Philippines, have also lent their voices to the opposition to GMOs in spite of the Vatican's approval of them. The religious traditionally do not argue with their superiors--unless they clearly see pressing reasons for doing so.

Moreover, scientific studies cited by the late Renato Constantino in his book Distorted Priorities: The Politics of Food show that considering all its resources, the world is capable of feeding a population of 40 billion. Considering that the present population is only 6 billion, there should be more than enough food for everyone on the planet. Clearly, therefore, the problem lies not in any perceived shortage of food, but in the distribution of resources--and is not to be remedied by selling the world poisonous food.

It is very unbecoming of a very learned man of science to attempt to dispute arguments on a scientific issue in the most unscientific manner. Very learned men of science do not resort to such a tactic.

Only horribly ignorant men of pseudoscience do.

Armando J. Malay, 1914-2003

Patulog na ako noong maagang bahagi ng madaling-araw nitong Mayo 16 nang mabasa ko ang text message ng kasamahan sa Tinig.com na si Ederic Eder tungkol sa pagpanaw, noong 11:35 ng nagdaang gabi, ni Armando de Jesus Malay--batikang peryodista, propesor, at aktibista. Nabalitaan ko noon lamang nagdaang hapon na si G. Malay ay nakaratay sa Capitol Medical Center, walang ulirat.

Bagama't hindi ko nakilala nang personal kailanman si G. Malay, matindi kong ikinalungkot ang balita hinggil sa kanyang pagyao. Isa siya sa hindi ganoon karaming taong karapat-dapat sa matinding paghanga sa mundo ng peryodismo sa Pilipinas. Naging masugid siyang tagapamandila ng pamperyodismong tradisyong nagpapahalaga sa makabayan at makalipunang pakikisangkot, isang tradisyong pinasimunuan ni Marcelo del Pilar at siya ring tinalunton ng mga Amado Hernandez, Renato Constantino, at Antonio Zumel.

Nasa haiskul pa lamang si Malay nang magpakita siya ng mga palatandaan ng tatahakin niyang landas. Noong 1930, bilang patnugot sa panitikan ng Torres Torch (opisyal na pahayagang pangmag-aaral ng Torres High School), inilarawan niya ang mga kabulukan ng mga pasilidad ng kanilang paaralan. Kinatay ang artikulo niya--bagay na lubha niyang ipinagngitngit.

Noong siya'y nasa pamantasan, naging aktibo siya sa grupong Young Philippines, isang grupo ng mga estidyanteng itinatag at pinamunuan nina Wenceslao Vinzons at Arturo Tolentino noong dekada 1930 na nananawagan ng nasyunalismo at matwid na pamamahala. Bilang punong patnugot ng Philippine Collegian, binatikos niya hindi lamang ang mga kabulastugan ng mga administrador sa Unibersidad ng Pilipinas (UP) kundi pati na rin ang kawalang-paninindigan ng noo'y Pangulong Manuel Quezon sa usapin ng kagyat na kasarinlan.

Naging tagaulat, patnugot, at kolumnista si Malay sa iba't ibang pahayagan, tulad ng The Tribune, Evening Chronicle, The Manila Chronicle, The Manila Post, Victory News, Manila Sinbun-sya, Star Reporter, The Daily Mail, The Manila Times, The Free World, Philippine Panorama, Mr. and Ms., We Forum, Malaya, Abante, at Sunday Times Magazine. Bilang mamamahayag, makatotohanan niyang ibinalita at matindi niyang dinuro ang katiwalian sa pamahalaan. Ginamit din niya ang pahayagan upang isulong ang kalayaan, katarungan, at karapatang pantao.

Naging propesor din siya ng Ingles, peryodismo, at kursong Rizal sa iba't ibang pamantasan tulad ng Far Eastern University, Cosmopolitan College, at UP. Bilang propesor, ibinahagi niya hindi lamang ang malalim na kaalaman sa teoretiko at praktikal na mga aspeto ng peryodismo, kundi maging ang isang matibay na makabayang oryentasyon.

Noong 1970-78, nagsilbi siya sa UP bilang Dekano ng Ugnayang Pangmag-aaral. Bilang Dekano ng Ugnayang Pangmag-aaral ay naging instrumental si Malay sa pagtatanggol sa kalayaang akademiko at mga karapatang pantao ng mga mag-aaral sa UP, na noo'y malawakang nilalabag ng pasistang rehimen ni Ferdinand Marcos.

Sa hanay ng mga mamamahayag, isa si Malay sa matitinding nakalaban ni Marcos. Bukod sa panunuligsa kay Marcos sa kanyang mga artikulo, madalas din siyang magsalita sa mga pamamahayag laban sa pamahalaan.

Dahil dito, nabilanggo siya nang isang linggo noong 1982.

Matapos siyang palayain, kumilos si Malay at ang kanyang asawang si Paula Carolina (isa ring manunulat, guro at aktibista) para sa paggalang sa mga karapatang pantao ng mga bilanggong pulitikal at sa pagpapalaya sa mga ito--kabilang ang kanilang manugang na si Satur Ocampo (ngayo'y Kinatawan ng Bayan Muna sa Kongreso), na dinakip noong 1976 at habang nakabilanggo'y matinding pinahirapan ng militar. (Magiging bilanggong pulitikal din ang isa sa kanilang mga anak--si Bobbie, asawa ni Ocampo--sa ilalim ng pamahalaang Aquino.) Naging pinuno siya ng Kapatiran para sa Pagpapalaya ng mga Detenidong Pulitikal at Samahan ng mga Ex-Detainees Laban sa Detensyon at para sa Amnestiya.

Isa rin si Malay sa mga kauna-unahang bumatikos sa administrasyong Aquino. Tinuligsa niya ang hindi nito paggalang sa karapatang pantao.

Nagretiro si Malay sa pagsusulat noong 1990 dahil sa matinding panlalabo ng mga mata bunga ng katarata.

Ngunit hanggang sa kaya ng kanyang katawa'y nagpatuloy siya sa pagsama sa mga kilos-protesta. Isa rin siya sa mga kauna-unahang kumilos laban sa pamahalaan ni Joseph Ejercito Estrada.

Makalawa siyang ginantimpalaan ng College Editors Guild of the Philippines, isang organisasyong kinabilangan niya bilang isang estudyanteng mamamahayag sa UP: una'y ang Distinguished Alumnus Award noong 1966, at ikalawa'y ang Gawad Marcelo H. del Pilar noong 1983.

Nakasulat si Malay o tumulong sa pagsulat ng ilang aklat: Our Animal World, The Folkways, at Occupied Philippines: The Role of Jorge B. Vargas During the Japanese Occupation, at The High School Paper, Reporting, Editing, Advising. Katulong na patnugot siya ng Atlas of the Philippines at patnugot ng Memoirs of Artemio Ricarte.

Kagaya ng isinagot ko sa text message ni Ederic, isa na naman sa mga dakilang nakatatanda ng ating bayan ang lumisan.

Isang Tinig mula sa Nakaraan

Ilang taon matapos na mabuo ni Dr. Renato Constantino (1919-1999) ang kanyang huling aklat (The Invisible Enemy: Globalization and Maldevelopment, 1997), ang Foundation for Nationalist Studies ay naglabas ng isang manipis na koleksiyon ng kanyang mga artikulo tungkol sa soberanya. Pinamagatang Essays on Sovereignty, binubuo ito ng 13 pitak na kanyang sinulat sa mga pahayagang Philippine Daily Globe at Manila Bulletin sa pagitan ng mga taong 1988 at 1996.

Katulad ng ipinahihiwatig ng pamagat, ang aklat ay tungkol sa soberanya, na siyang pangunahing simulain ng yumaong Dr. Constantino.

Napapanahon ang paglabas ng aklat na ito. Bagama’t ang karamihan sa mga tinutukoy sa aklat na ito ay mga pangyayari sa nakaraan, tulad ng digmaang Estados Unidos-Iraq noong 1991 at ang pagdiriwang ng sentenaryo ng ating “kalayaan” noong 1996, ang mga pangkalahatang kalagayang tinatalakay rito ay mga kalagayang umiiral magpahanggang sa mga panahong ito—at lalo pang pinatatalim ng kampanyang militar na panghihimasok ng Estados Unidos sa iba’t ibang bansa tulad ng Afghanistan, Pilipinas, Iraq, Syria, at Hilagang Korea.

Matindi ang pagkundena ng aklat sa pagpapalapad ng Estados Unidos ng presensiya nito sa buong daigdig, bagay na lumalabag sa soberanya ng iba’t ibang bansa. Tinutukoy rito ang pagpapalaganap ng Estados Unidos ng globalisasyon, isang programang nagbubukas sa mga ekonomiya ng mga bansa sa mga labis na produkto nito, masira na kung masisira ang mga pambansang kabuhayan. Binabatikos ang pagpapataw ng Estados Unidos ng mga makaglobalisasyong patakarang pang-ekonomiya sa pamamagitan ng mga kasunduan, at dinuduro ang pagbubukas ng mga ekonomiya sa pamamagitan ng agresyong militar. Ipinaaalaala ng ilan sa mga pitak na ito ang mga karahasang pinaggagawa ng Estados Unidos Biyetnam, Laos, at Iraq—lalo na ang paggamit ng lubhang mapaminsalang mga sandata tulad ng Agent Orange at depleted uranium.

Sa Pilipinas, binabatikos ng mga sanaysay ni Constantino ang mga naghaharing uri, na batay sa kasaysayan ay may tendensiyang makipagsabwatan sa mga mananakop (kolonyal man o neokolonyal) upang mapangalagaan ang kanilang nakatataas na kalagayan sa lipunan. Idiniriin ang pangangailangan sa isang lideratong tunay na kumakatawan sa mga mithiin ng sambayanan.

Datapwat hindi pinaliligtas ang pangkalahatang bayang Pilipino sa pagtuligsa. Pinupuna ng aklat ang paglimot natin sa ating sariling pagkakakilanlan at walang habas na panggagaya sa mga Amerikano, mga bagay na dala ng mahabang panahon ng kolonyalismo at ng hindi natin pagkakatikim ng ganap na kalayaan.

Tinutukoy rin bilang bunga ng kolonyalismo ang ating negatibong pagtingin sa mga kababayan nating Muslim. Ipinaliliwanag na ito’y iniluwal ng mga kampanya ng mga Kastila laban sa mga Muslim, na sapagkat hindi nila masakup-sakop ay pinalitaw nilang mga “barbaro” sa mga mata ng mayoryang Kristiyanisado.

Sa huling bahagi, inilalatag ang kalutasan sa suliranin ng patuloy na paglabag sa soberanya: ang nagkakaisang pagkilos ng lubos na naliliwanagang sambayanan. Bagama’t ang paglalatag nito’y nasa konteksto ng karanasang Pilipino, angkop ito saanman may paglabag sa soberanya—tulad ng Iraq sa kasalukuyan.

Sa paglabas ng aklat na ito, mandi’y nagbabalik ang isang tinig mula sa nakaraan upang bigyan ng higit na liwanag ang kasalukuyan. Dapat na purihin ang mga nasa likod ng Foundation for Nationalist Studies dahil sa kanilang pagkilala sa patuloy na pagiging makabuluhan ng mga akda ni Dr. Renato Constantino.

Manipis lamang ang Essays on Sovereignty. Ngunit makapal ang maiaambag nito sa kampanya laban sa imperyalismo. Dapat itong basahin ng bawat makabayan saanmang bansang may paglabag sa soberanya upang higit na maintindihan ang kasalukuyang kalagayan ng kaayusang pandaigdig na pinaghaharian ng Estados Unidos.

Pinakamagandang Trabaho Ngayon

Malubhang suliranin ng Pilipinas sa ngayon ang disempleyo. Noong huling bahagi ng taong nagdaan, ang Pilipinas ay nagtala ng antas-disempleyong nasa pagitan ng 11.8 at 11.9 na porsiyento--pinakamataas na naitala natin mula nang 1957.

Sa unang tingin, iisiping napakahamak na ng kalagayan ng ating bansa, sapat na upang ibuhos ang luhang marami pa sa tubig ng Karagatang Atlantiko.

Datapwat matapos ang isang lubhang masusing pananaliksik, ang inyong abang lingkod ay nakaisip ng isang sa kanyang palagay ay napakabuting kalutasan sa napakalaking suliranin sa disempleyo sa ating bansa. Ang solusyong ito ay walang iba kundi magnakaw na lamang ang lahat ng walang makuhang trabaho.

Napakadali lamang namang isagawa ang pagnanakaw: kailangan lamang ay kunin mo ang salapi o ang isa o ilang partikular na kagamitan ng ibang tao habang hindi siya nakatingin, at pagkatapos ay ibenta mo ito. Hindi na kailangan dito ang napakataas na pinag-aralan--bagama't totoong ang pinakamahuhusay na magnanakaw (masusukat ang husay ng magnanakaw sa dami ng kanyang mga nananakaw) ay mga taong lubhang mataas ang pinag-aralan at nagtapos sa mga bantog na dalubhasaan at pamantasan ng bansang ito at maging ng ibang bansa.

Kung ang tinatayang nasa 11.8 hanggang 11.9 na porsiyento ng ating populasyong walang mahanap na trabaho ay magiging mga magnanakaw na lamang, kagyat na malulutas ang ating suliranin sa disempleyo--sapagkat napakadali ngang isagawa nito at samakatwid ay maaaring gawin ng kahit na sino, at napakaganda pang pagkakitaan.

Lalo pang lumilitaw na totoo ang aming mga tinuran sa mga nangyayari ngayon sa mga kababayan nating naghahanapbuhay nang matino sa ating mga lansangan.

Sinimulan ng Metropolitan Manila Development Authority (MMDA) noong bandang kalagitnaan ng taong nagdaan ang pagdakip sa mga manininda sa bangketa, na kaya sa bangketa nagtitinda ay sapagkat sila'y mahihirap lamang at walang pambayad sa lubhang mahal na mga puwesto sa mga palengke. (Napansin naman siguro ninyong marami-rami ang nagtitinda sa mga palengke na higit pang magagandang magbihis kaysa sa mga nanay at tatay ninyo.)

Ngayon nama'y hindi lang mga manininda sa bangketa ang paghuhuhulihin, kundi pati na yaong mga maglalako ng kendi, sigarilyo, at kakanin sa lansangan.

Anang pantas na si Bayani Fernando, Tagapangulo ng MMDA, ang paghuli sa mga manininda sa bangketa at sa lansangan ay upang mapainam ang takbo ng trapiko. Makikita naman nating talagang lubhang epektibo ang mga iskemang ito, batay sa naging karanasan ng mga motorista at pasahero mula nang paghuhulihin ang mga manininda sa bangketa.

Maliwanag na halimbawa ng karanasang ito yaong kalagayan ngayon sa may Philcoa. Kung dati'y inaabot ng limang minuto ang sasakyan bago makaalis doon, ngayon nama'y apat na minuto na lamang ang ipaghihintay ng motorista o pasahero bago niya matakasan ang trapik sa may Philcoa.

Sa kalaliman ng gabi hanggang madaling-araw nakababawi-bawi ang mga manininda sa mga bangketa sa may Philcoa sapagkat tulog na sa mga oras na iyon maging ang mga tauhan ng MMDA. Sa mga oras na iyon, lubha ring maluwag ang trapik sa naturang lugar. Aywan namin kung bakit, ngunit napapansin naming sa mga oras na iyon ay napakakaunti ng mga sasakyan doon.

Datapwat dahil sa napatunayan na ng MMDA at hindi mapasubaliang ang mga manininda sa bangketa at sa lansangan ang puno't dulo ng suliranin sa trapik, minabuti ng MMDA na sila'y paghuhulihin. Bawal na ngayon ang magtinda sa mga bangketa at lansangan.

Kaya naman kung wala ka nang makuhang trabaho at hindi ka pa rin maaaring magtinda sa bangketa o sa lansangan kahit na ang gayon na lamang ang negosyong kaya mong pamuhunanan, mabuti pa ang magnakaw ka na lamang. Ligtas na ligtas ka pa sa hanapbuhay na ito, sapagkat hindi ka huhulihin ng mga pulis.

At sa mga nakapagpasya nang walang ngang ibang maaaring maging hanapbuhay sa ganang kanila liban sa pagnanakaw, walang pinakamagandang lugar na maaaring pagtrabahuhan liban sa pamahalaan. The Geneva Declaration on Terrorism

PREAMBLE

The peoples of the world are engaged in a fundamental series of struggles for a just and peaceful world based on fundamental rights now acknowledged as sacred in a series of widely endorsed international legal conventions.

These struggles are opposed in a variety of cruel and brutal ways by the political, economic and ideological forces associated with the main structures of domination present in the world that spread terrorism in a manner unknown in prior international experience. Although these struggles are global in scale, there are certain arenas that require particular attention and urgent action at this time. We mention in this regard the central struggle in Southern Africa against the apartheid system, the criminal regime and policies that sustain this system, and engage in military interventions throughout the region spreading terrorism beyond the immediate battle grounds of South Africa and Namibia; we mention the ongoing struggle of the Palestinian people for their homeland in the face of Israeli and United States military and paramilitary policies throughout the entire eastern Mediterranean region bringing special hardships and anguish to the people of Lebanon; and we mention the struggles in Central America against reactionary forces in and out of governmental control that are being organized and orchestrated by the United States through the special instrumentality of the CIA.

Against this background of torment and struggle, the debate about international terrorism is waged, being manipulated in the media and elsewhere by forces of domination; the public is encouraged to associate terrorism exclusively with those victims of this system. We seek to make clear that terrorism is overwhelmingly an expression of these structures of domination and only very derivatively of the struggles that arise in legitimate resistance.

Let us understand that the distinguishing feature of terrorism is fear and that this fear is stimulated by threats of indiscriminate and horrifying forms of violence directed against ordinary people everywhere. The most flagrant type of international terrorism consists of preparations to wage nuclear war, especially to extend nuclearism to outer space and to work feverishly for the presence of first-strike weaponry. Terrorism involves the prospects of holocausts unleashed by state power against the peoples of the world.

The terrorism of modern state power and its high technology weaponry exceeds qualitatively by many orders of magnitude the political violence relied upon by groups aspiring to undo oppression and achieve liberation.

Let us also be clear, we favour non-violent resistance wherever possible and we praise those long efforts by the liberation movement in South Africa and elsewhere to avoid violence in their pursuit of justice. We condemn all those tactics and methods of struggle that inflict violence directly upon innocent civilians as such. We want no part of any form of terrorism but we must insist that terrorism originates with nuclearism, criminal regimes, crimes of state, high-technology attacks on Third World peoples, and systematic denials of human rights. It is a cruel extension of the terrorist scourge to taunt the struggles against terrorism with the label "terrorism". We support these struggles and call for the liberation of political language along with the liberation of peoples.

Terrorism originates from the statist system of structural violence and domination that denies the right of self-determination to peoples (e.g., in Namibia, Palestine, South Africa, the Western Sahara); that inflicts a gross and consistent pattern of violations of fundamental human rights upon its own citizens (e.g., in Chile, El Salvador, Guatemala, South Africa); or that perpetrates military aggression and overt or covert intervention directed against the territorial integrity or political independence of other states (e.g., Afghanistan, Angola, Grenada, Lebanon, Libya, Mozambique, Nicaragua).

I. STATE TERRORISM

In particular, state terrorism manifests itself in:

1) police state practices against its own people to dominate through fear by surveillance, disruption of group meetings, control of the news media, beatings, torture, false and mass arrests, false charges and rumors, show trials, killings, summary executions and capital punishment;

2) the introduction or transportation of nuclear weapons by a state into or through the territory or territorial waters of other states or into international waters;

3) military exercise manoeuvres or war games conducted by one state in the vicinity of another state for the purpose of threatening the political independence or territorial integrity of that other state (e.g., in Honduras, in Korea, in the Gulf of Sirte);

4) the armed attack by the military forces of a state on targets that put at risk the civilian population residing in another state (e.g., the bombings of Benghazi, Tripoli and Tunis, Druze villages in Lebanon and Kurdish villages);

5) the creation and support of armed mercenary forces by a state for the purpose of subverting the sovereignty of another state (e.g., against Nicaragua);

6) assassinations, assassination attempts, and plots directed by a state towards the officials of other states, or national liberation movements, whether carried out by military strike, special forces units or covert operations by "intelligence forces" or their third party agents (e.g., the CIA against Nicaraguan politicians, the Qadhafi family, Yasir Arafat);

7) covert operations by the "intelligence" or other forces of a state which are intended to destabilize or subvert another state, national liberation movements, or the international peace movement (e.g., the bombing of the Rainbow Warrior);

8) disinformation campaigns by a state, whether intended to destabilize another state or to build public support for economic, political or military force or intimidation directed against another state;

9) arms sales which support the continuation of regional wars and retard the search for political solutions to international disputes;

10) the abrogation of civil rights, civil liberties, constitutional protections and the rule of law under the pretext of alleged counter-terrorism; and

11) the development, testing and deployment of nuclear and space-weapons systems that in all circumstances increase the probability of genocide and ecocide,while condemning the poor to continued misery and all humanity to a state of perennial fear.

It follows that the most dangerous and detrimental form of state terrorism in the world today is that practiced by the nuclear weapons states against the rest of the international community, which is euphemistically called nuclear deterrence. This system of nuclear terrorism actually constitutes ongoing international criminal activity -- namely, the planning, preparation and conspiracy to commit crimes against peace, crimes against humanity, war crimes, genocide and grave breaches of the Four Geneva Conventions of 1949. Hence those government decision-makers in the nuclear weapons states with command responsibility for their nuclear weapons establishments are today subject to personal criminal responsibility and punishment under the Nuremberg Principles for the nuclear terrorism they daily inflict upon all states and peoples of the world community.

That being said, we nevertheless welcome the constructive proposals put forth by the Soviet government to achieve genuine nuclear arms control and reduction agreements with respect to space weapons, strategic nuclear weapons and intermediate nuclear forces. We regret that the United States government has failed to respond to these promising initiatives, but has instead exacerbated the nuclear arms race by pursuing its so-called Strategic Defense Initiative.

II. NATIONAL LIBERATION MOVEMENTS

As repeatedly recognized by the United Nations General Assembly, peoples who are fighting against colonial domination and alien occupation and against racist regimes in the exercise of their right of self-determination have the right to use force to accomplish their objectives within the framework of international humanitarian law. Such lawful uses of force must not be confused with acts of international terrorism. Thus, it would be legally impermissible to treat members of national liberation movements in the Caribbean Basin, Central America, Namibia, Northern Ireland, the Pacific Islands, Palestine, and South Africa, among others, as if they were common criminals. Rather, national liberation fighters should be treated as combatants subject to the laws and customs of warfare and to the international laws of humanitarian armed conflict as evidenced, for example, by the 1907 Hague Regulations, the Four Geneva Conventions of 1949, and their Additional Protocol I of 1977. Hence, national liberation fighters would be held to the same standards of belligerent conduct that are applicable to soldiers fighting in an international armed conflict. Thus, when a liberation fighter is captured by a belligerent state, he should not be tried as a criminal, but would be treated as a prisoner of war. He could be interned for the duration of the conflict, or released upon condition of a pledge to refrain from further participation in hostilities, or traded in a prisoner of war exchange. In the event such a national liberation fighter is found in a neutral state, he should not be subjected to extradition to the belligerent state.

In the spirit of Geneva Protocol I, just as is true for soldiers in regular armed forces, when a national liberation fighter is captured after directly attacking innocent civilians as such, he would still be treated as a prisoner of war, but would be subject to prosecution for the commission of war crimes before an impartial international tribunal, preferably in a neutral state or by an international court. And, to the extent that the concerned belligerent states refuse to treat national liberation fighters analogously to soldiers for political reasons or propaganda purposes, they must assume a considerable amount of direct responsibility for whatever violence that is inflicted upon their civilian populations by national liberation fighters.

Nevertheless, we wish to emphasize that the overwhelming majority of violations of the laws and customs of warfare have been and are still being committed by the regular, irregular, para-military and covert forces of states, not by national liberation fighters. The Western news media have purposely distorted and perverted this numerical relationship in order to perpetrate the cult of counter-terrorism for their governments' own militaristic and terroristic purposes.

III. NON-INTERNATIONAL ARMED CONFLICTS

With respect to those situations where sub-national groups or organizations use force against the apparatus of the state but nevertheless do not represent national liberation movements, we affirm the applicability of common article 3 to the Four Geneva Conventions of 1949 and their Additional Protocol II of 1977 to these non-international armed conflicts. In particular, the fundamental distinction between combatants and non-combatants must be maintained at all times and under all circumstances.

IV. THE ROLE OF THE INTERNATIONAL MEDIA

The international media also play a direct role in international terrorism when they uncritically disseminate disinformation from "official sources" that creates public support for the use of deadly force or other forms of economic and political violence against another state. The international media also play an indirect role in terrorism through a pattern of selective definition and coverage. The media specifically ignores or understates institutional forms of terrorism, preserving the term instead for national liberation movements and their supporters. In such ways the media become agents of ideological control, advancing an inverted standard of terrorism.

V. CONCLUSION

The principles of the United Nations Charter -- if applied in all of their ramifications -- constitute an effective instrument for reshaping the actual policies of power and hegemony among sovereign states into those of mutual respect. Conversely, the real international terrorism is founded in the imposition of the will of the powerful states upon the weak by means of economic, political, cultural and military domination. We declare that the key to ending all forms of terrorism is the development of new relations among nations and peoples based on unfailing respect for the right to self-determination of peoples, and on a greater measure of economic, political and social equality on a world scale.

FASTING AGAINST BT CORN

When I went to visit those four last Saturday, they had been spending the last 12 days and nights under a very congested makeshift tent in front of the office of the Department of Agriculture (DA) on Elliptical Road, Quezon City. Sleep had been coming to them by fits, as the street never runs out of passing vehicles even at the most unholy hours. During the days they had been putting up with punishment not only from both the sun and smog; at one time they had to fight it out with a sudden rain.

And for the last 12 days their menu had not included any solid food; all they had been having were water and juice, by turns.

The Hunger Strikers

Among the four, 50-year-old Roberto "Obet" Verzola is the one who has very obviously had to deal with the heaviest physical toll. When I went to visit them, he could not walk beyond four feet. His hand was shaking as he laid down a glass he had been drinking from. His eyes and cheekbones were bulging out of his face. As he talked, his voice was audible enough - but there was a noticeable crack in it. When Agriculture Secretary Luis Lorenzo, Jr. called them for a dialogue, he had to be carried in a wheelchair.

Mang Obet has been many things. He took a degree in Electrical Engineering from the University of the Philippines (UP) in Diliman. He has been involved in environmental issues since the 1970s. He used to work for the National Environmental Protection Bureau (now the Environmental Management Bureau) as a writer and researcher. Despite his condition, he could still muster enough pride to describe himself as quite an expert at computers: in 1992, he pioneered the setting up of e-mail services for non-government organizations (NGOs), and at one time he even received an award for being the "Father of Philippine E-Mail." It was also he who set up Ibon Foundation's retrieval system, he said.

Now married with one 26-year-old daughter and one 24-year-old son, he is with the Philippine Greens. And he is one of four people who had been staging a hunger strike in front of the DA to protest the commercialization of Bt corn in the Philippines, which is expected to take effect either this month or in June.

His fellow hunger strikers are lucky enough to be blessed with more physical strength.

Luisita "Sita" Esmao, 46, a daughter of peasants and herself a peasant from Tayabas, Quezon who worked her way through school and went as far as the second year of Commerce at Adamson University, originally committed only three days to the hunger strike, but saw the need to go on after the first three days. With a smile, she says her husband and her three children (the eldest is turning 23, another is turning 21, and the youngest is turning 19) have not worried that much about her decision to take part in the hunger strike.

"They know the extent I'd go through," Sita said. "In 1995 I had all my hair shaved off as a protest against the implementation of the Mining Act." She can still move about and has the strength to sweep her surroundings, but her face has begun to show signs of gauntness. The worst she has experienced physically in the hunger strike are a severe headache and a one-time bout with loose bowel movement.

Sita ended the interview with the following words: "I don't want to let the Bt corn nightmare happen without me having done anything." Her voice inevitably soft but evidently defiant, she could very well say of herself what the persona in the poem "Invictus" by William Ernest Henley said of himself: "My head is bloody, but unbowed."

Mang Obet and Sita are joined by Arma Bertuso and Mark Cervantes of the South East Asia Regional Initiative for Community Empowerment (SEARICE).

Mark, 26, shows a few remaining signs of an athletic physique 12 days into their hunger strike. A policy officer for SEARICE, he took a degree in Political Science from the University of Negros Occidental-Recoletos, and was once a high school teacher. "I'm married but with no kids yet," he says, "but right now I have no wife because of the hunger strike." And then he laughs. Yes, he can still laugh, and once in a while he plays around with his cellphone. But there is a noticeable slowness in his movements.

Arma and Mark both have had to put up with moments of light-headedness.

In the beginning there had been nine of them: aside from the four there were Antonio Claparols (Ecological Society of the Philippines/International Union for the Conservation of Nature), Gigie Cruz (Greenpeace), Ramon Fernando (Earth First!), Rei Panaligan, and Anne Larracas (both of the Philippine Greens). But only the four have been able to stay on; the others have either been rushed to the hospital or had to discontinue their participation in the hunger strike for some pressing reasons.

The hunger strikers are calling for at least a moratorium on the commercial distribution of Bt corn in the Philippines to allow for sufficient scientific research on the issue.

A second batch of hunger strikers is preparing to take their place, although the four intend to go on for as long as they find it necessary-even as they are unsure how long they can carry on.

Bt Corn

It was the American multinational corporation Monsanto which introduced Bt corn into the Philippines in 1997. Bt (bacillus thuringiensis) corn is a genetically modified organism (GMO) that contains the potent form of the Bt toxin, supposedly intended to kill the corn borer.

Amidst broad protest actions, Monsanto field-tested Bt corn for five years in the Philippines. In December last year, the DA finally allowed its commercial distribution in the Philippines.

The government is promoting Bt corn as a solution to the shortage of corn yield due to pest infestation.

Opposition to Bt corn has focused on the potential health and environmental risks it poses, as well as issues regarding patent problems.

The militant Kilusang Magbubukid ng Pilipinas (KMP) is one of the many groups that opposed the testing of Bt corn from the beginning. It protested Bt corn testing on the ground that it had negative effects on the environment, the people's health, and livelihood. The group also argued that Bt corn was a threat to the country's food security and self-sufficiency.

Most dramatic among the forms of protests carried out by KMP-affiliated peasants against Bt corn testing was the uprooting of Bt corn crops in South Cotabato in 2001.

A position paper signed by 18 physicians and professors from the UP College of Medicine (UPCM), the Philippine General Hospital, and UP Los Baños enumerates the health hazards posed by Bt corn. The position paper was initiated by Dr. Romeo Quijano of the Health Alliance for Democracy and the Health Action for Human Rights. Dr. Quijano is also a Professor at the UPCM Department of Pharmacology and Toxicology.

The paper points out that the Bt toxin is non-selective and thus may also affect non-target species. It may also adversely affect the blood and the immune, gastro-intestinal, and other organ systems in mammalian species, the paper states. It criticizes Monsanto for not having provided any credible data which could assure the public that ingestion of Bt corn is safe.

The paper goes on to explain that Monsanto's Bt corn possesses allergenic characteristics.

Finally, the paper states: "The forced insertion of a foreign gene randomly into the genome of another species is by itself inherently dangerous. The effects are unpredictable and largely unknown." It explains that genetic engineering could cause disturbances in the gene ecology and disruptions in important functions of organisms-which could cause abnormalities or diseases, including cancer.

A statement by the hunger strikers, aside from enumerating health risks posed by Bt corn-particularly stomach and colon cancer, the hastening of the growth of malignant tumors, and false pregnancies-also points out that Bt corn could contaminate other corn fields and result in crop mutation. According to the statement, since Monsanto owns the patent to Bt corn, the mutation of corn crops which could result from contamination would make the unwilling corn farmer guilty of infringement and therefore expose her or him to legal action, which would cost her or him a fine ranging from P100,000 to P250,000.

Broad Support

The hunger strikers have won broad support for their efforts.

People from such prominent cause-oriented groups as the Kalikasan-People's Network for the Environment, Agham, the National Network of Agrarian Reform Advocates, and the College Editors Guild of the Philippines have visited them to express solidarity. Non-government organizations such as Balik Kalikasan, Lingkod Tao-Kalikasan, Saniblakas, Balay Davao Sur, and the Foundation for Nationalist Studies have also given support, as well as school-based organizations like Miriam Peace.

From the religious sector, support has come through the Catholic Bishops Conference of the Philippines and the Association of Major Religious Superiors in the Philippines. "Running Priest" Fr. Robert Reyes is a frequent visitor.

There have also been expressions of solidarity from the artistic community. The hunger strikers have had the pleasure of a visit from folk-ethnic singer Joey Ayala. Expressions of support have come from the Artists for the Environment, as well as from folk musicians Jess Santiago, Heber Bartolome, and Noel Cabangon-who have been collaborating on a song entitled "Ang Taghoy ng Ginahasang Mais".

They have also been visited by Rep. Del de Guzman of the lone district of Marikina City. They also have the support of ten barangay councils in Davao del Sur.

Support has also come from the international scientific, peasant, and NGO communities.

"We in the US are becoming aware of the threats posed by GMO crops and medicines and have found our food security threatened," wrote Stephen Bartlett, a farmer from Kentucky, to Secretary Lorenzo. "GMO crops are more difficult to market, they have not been proven to yield better, and their ecological impacts have not been studied sufficiently."

Dr. Mae Wan Ho of the Institute of Science in Society, from the United Kingdom, wrote to President Gloria Macapagal-Arroyo on the possible negative effects of Bt corn to nearby crops and other organisms close to GMO plantations.

Devinder Sherma, an NGO worker leading anti-GMO campaigns in India, has expressed support for the hunger strikers.

Developments

As of last Saturday, the hunger strikers had met with Sec. Lorenzo twice. The DA secretary appears open to alternatives to Bt corn, they say, but has not made any commitment on their petition.

And so for Mang Obet, Sita, Arma, and Mark, the fight goes on-indefinitely.

Bahagya akong nahuli ng pag-alis upang sumama sa mga manggagawa at iba pang pangkat na nagdiwang ng Araw ng Paggawa kahapon. Malayo sa Maynila ang pinanggalingan ko at ako'y nanood sandali ng mga balita sa telebisyon bago kumilos.

Agad ko palang pagsisisihan ang kagagawang ito.

Sa bahagi ng Unang Hirit kung saan binabasa nina Arnold Clavio, Lyn Ching, at Daniel Razon ang mga ulo ng bawat balita sa mga pahayagan upang komentaryuhan pagkatapos, walang patumangga nilang binatikos ang pahayag ni Jaime Kardinal Sin na bumabatikos sa pamahalaang Macapagal-Arroyo dahil sa labis nitong paglalaan ng salapi sa militar. Higit pang malaki ang pinakikinabangan ng militar, ayon sa Arsobispo, kaysa sa napapala ng mga manggagawa.

Mabilis ang naging pagsagot ni Bb. Ching sa pahayag ng Kardinal. Kailangan daw ng bansa ang militar upang protektahan ang mga mamamayang Pilipino laban sa saksakan ng daming kalaban mula sa loob. Ang Abu Sayyaf nga lang daw ay hindi mahuli-huli, paano pa raw ang ibang kalaban?

Motibo naman ang pinagtuunan ng mga sagot ng mga G. Clavio at Razon. Wari'y nagtataka si G. Clavio kung bakit ngayon lang nagpakita ng pagmamalasakit sa mga manggagawa ang Kardinal. Ginatungan naman ni G. Razon ang pahayag ni G. Clavio, at sinabi niyang baka ang Kardinal ay may bibitbiting "kandidato ng manggagawa" sa darating na eleksiyon.

Sa yugtong ito'y sumingit si Bb. Ching, at sinabi niyang paano na ang pagkakahiwalay ng simbahan at estado?

Kapansin-pansing hindi pinagtuunan ninuman sa tatlo ang pagkalehitimo ng usaping dinala ng pahayag ng Arsobispo ng Maynila. Oo nga't magandang itanong kung bakit ngayon lang nagdala ng ganitong usapin ang Arsobispo.

Manggagawa at Militar

Subalit hindi nila nabanggit na ang usaping ito'y matagal nang dinadala ng Kilusang Mayo Uno at ng iba pang progresibong grupong tulad ng Bagong Alyansang Makabayan at Bayan Muna. Ayon sa mga grupong nabanggit, nakasusulukasok ang pangyayaring nananagana sa limpak-limpak na salapi ang militar gayong ang mga serbisyong panlipunang maaaring diretsong pakinabangan ng mga manggagawa, tulad ng kalusugan at pabahay, pati na ang serbisyong mahalaga sa mga anak ng mga manggagawa--ang edukasyon--ay walang iniwan sa limos ang nakukuha, kaya't lagi't laging kulang ang sabihing ang buhay ng manggagawa sa Pilipinas ay masahol pa sa buhay-aso.

Maaari ngang ikatwiran--tulad ng ikinatwiran ni Bb. Ching--na kailangan natin ang militar upang tayo'y ipagsanggalang sa mga kalaban ng bansa.

Subalit sino ba ang mga itinuturing na kalaban ng bansa?

Ang Abu Sayyaf?

Subalit nang ipag-utos ng Pangulong Macapagal-Arroyo ang pagsagip kay Jeffrey Schilling, ipinakita ng militar na sapat na ang kanilang badyet upang pulbusin ang mga bandido. Halos maubos ang mga tauhan nina Khadaffy Janjalani, kaya't nakapagtatakang makaraan ang ilang buwan, biglang lumakas ang mga ito at nakabihag ng ilang turista sa Palawan at hindi na mahuli-huli ng militar.

Paano nangyari ang ganito? Sa isang komentaryong sinulat sa Philippine Daily Inquirer ni Howie Severino--na nakasaksi sa pakikipagsagupaan ng militar sa Lamitan, Basilan--noong 2002, sinabi niyang nang mapalibutan ng mga sundalo sina Abu Sabaya, bigla silang inutusang dumalo sa isang "briefing". Nakawala ang mga bandido tangay ang ilan sa kanilang mga bihag. Di magtatagal, isa sa mga bihag nila, si Reghis Romero, ang magsasabing talagang may sabwatan ang militar at ang kanilang mga mambibihag, at kaya raw siya "nakatakas" ay dahil sa kanyang pagbabayad ng ransom (mayamang negosyante ito), at ang kanyang pagtakbong ipinakita sa telebisyon habang nag-aapoy ang sagupaan sa Lamitan ay isang palabas lamang.

Maliwanag na kaiba sa pagbibigay ng malaking badyet sa militar, ang nararapat ay pagsisibakin ang lahat nitong opisyal na may kasaysayan ng pakikipagsabwatan sa Abu Sayyaf at pagpapalitan ng mga pinunong tiyak na walang bahid ng katiwalian.

O baka naman ang New People's Army at ang Moro Islamic Liberation Front?

Subalit ang mga pangkat na ito'y nabubuhay sa pamamagitan ng pakikipag-ugnayan sa mga mamamayang karaniwan, at nakakukuha sila ng pagtangkilik ng mga ito sapagkat kinakikitaan sila ng katugunan sa mga suliraning kagagawan ng mapaniil na pamahalaan at sistemang panlipunan.

Hindi lang ang mga rebelde at ang kanilang mga kapanalig ang nagsasabing mapaniil ang pamahalaan at ang sistemang panlipunan sa ating bansa. Ang mga tulad nina Senadora Loren Legarda-Leviste, na hindi naman komunista o Islamikong separatista at hindi rin sang-ayon sa armadong pakikibaka--at ni hindi makakaliwa--ay kumikilala sa pagkalehitimo ng mga ipinaglalaban ng mga armadong grupong rebelde sa ating bansa--samakatwid ay nakikilala maging ng isang tulad niyang may dapat na ayusin sa ating pamahalaan at sistemang panlipunan.

Nakikita ng marami sa mga karaniwang mamamayan ang pagiging mapaniil ng pamahalaan, at ipinakikita rin naman ng kanilang mga karanasang halos wala silang maaasahan sa mga namumuno, kaya't hindi sila masisisi kung sila'y sa mga grupong rebelde maghanap ng pag-asa.

Matagal na rin namang ginagamit ang solusyong militar sa insurhensiya sa Pilipinas. Ngunit hindi natitinag ang armadong rebelyon, at sa katunayan, batay sa kasaysayan, sibilyan ang higit na tinatamaan ng mga pananalakay ng militar. Ikinuwento nga ni Rina Jimenez-David sa kanyang kolum sa Philippine Daily Inquirer ang sinabi sa kanya ng ilang babaeng tagabaryo sa Mindanao na hindi nila itinuturing na kalaban ang mga kasapi ng Moro Islamic Liberation Front sapagkat payapang makitungo sa kanila ang mga ito, di tulad ng militar na walang pakundangan sa karapatang pantao. Katulad din naman nito ang kuwento sa akin ng ilang nakatatandang kaibigang malimit makakita ng mga kasapi ng New People's Army sa kanilang mga baryo sa kani-kanilang mga lalawigan.

Ang North Cotabato at ang Mindoro Oriental ay malilinaw na larawan ng karahasan ng militar sa mga sibilyan. Kung hindi mapuputol ang prosesong ito ng karahasan, hindi matatapos ang mga insurhensiya sa ating bayan sapagkat lalo't lalong makakikita ng kadahilanan ang karaniwang mga mamamayan upang tangkilikin ang mga rebelde.

Maliwanag sa karanasang hindi kailangang tiisin ng bayan ang pagbibigay ng napakalaking badyet sa militar kasakdalang magbuhay-daga ang mga manggagawang haligi ng ating ekonomiya.

Simbahan at Pamahalaan

Tungkol naman sa pagkakahiwalay ng simbahan at pamahalaan, wala sa lugar ang komento ni Bb. Ching.

Ang usapin ng mga manggagawa ay usapin ng bayan; lumalampas sa mga hanggahan ng mga relihiyon ang mga manggagawa sapagkat sila'y mga Katoliko, Protestante, Saksi ni Jehovah, mga kasapi ng Iglesia ni Kristo, Muslim, at iba pa. Nang magbigay ng pahayag ang Kardinal, dala niya ang karaingan ng lahat ng manggagawa--maging yaong mga manggagawang hindi Katoliko. Wala siyang sinabing tungkol lamang sa mga Katolikong manggagawa ang kanyang pahayag.

Ang paglabag sa pagkakahiwalay ng simbahan at estado, na nasa Saligang Batas at kung hindi man nailagay roon ay nararapat sa lahat ng bansa sapagkat ang bawat tao'y may karapatang sambahin ang Diyos sa paraang minamarapat ng budhi niya at hindi lumalabag sa alinmang karapatan ng kanyang mga kapwa, ay nagaganap lamang kung ang isang grupong relihiyoso ay nagpipilit sa pamahalaan at sa buong bayan ng isang interes na partikular lamang sa sarili nito. Hindi bawal na magsalita ang simbahan tungkol sa mga usaping sumasaklaw sa kapakanan ng pangkalahatang populasyon.

Bukod pa rito, maaari ring itanong kay Bb. Ching kung bakit ngayon lamang niya binanggit ang tungkol sa pagkakahiwalay ng simbahan at estado. Noong malakas ang panawagang patalsikin ang dating Pangulong Joseph Ejercito Estrada at maging sila nina G. Clavio, na ilang taong pinakain ng ideyang iisa ang obhetibidad at niyutralidad sa kani-kanilang malalaking pamantasang pinasukan, ay hindi nangingiming maghayag ng pananaw na dapat ngang mapatalsik si Estrada--na dala noon ng iba't ibang simbahan--ay hindi binanggit ninuman sa kanila ang tungkol sa pagkakahiwalay ng simbahan at estado.

Naaalaala ko ngayon ang minsa'y tinuran ng kasamahan sa trabahong si Caloy Conde na ang kalakhan ng mainstream media, kadalasan, ay antagonistiko sa mga militanteng pangkat, ngunit dumirikit sa mga ito sa mga panahong tiyak ang lakas ng kanilang panawagan. Ang mga tulad nina Jay Taruc, Joseph Morong, Sandra Aguinaldo, at Kara David ay naiiba sa kalakhan ng mainstream media. Ito kaya'y sapagkat nakaaapekto sa mga rating ng kani-kanilang mga istasyon at benta ng kani-kanilang mga pahayagan ang kung ano ang kanilang pagtugon sa matitibay na panawagan?

Paglalagom

Sa kabuuan, marami ngang iniiwang tanong ang motibo ng Arsobispo.

Ngunit walang pasubaling lehitimo ang usaping isinatinig ng kanyang pahayag. Hindi ang isang komento ng isang ni hindi pa yata nakatatapak sa pagiwang-giwang na sahig ng barung-barong ng isang manggagawa ang makapagpapasubali rito.

Maliwanag ding marami ang hindi napag-usapan dahil higit na itinutok ang usapan sa motibo niyaong nagbigay ng pahayag. Hindi tuloy naipaliwanag ang higit na malaking bahagi ng katotohanan hinggil sa usaping ito. Hindi ba't ang tungkulin ng peryodista'y isiwalat ang buong katotohanan sa lahat ng pagkakataon?
